Objective of the Project: To Conduct an IEE for the Proposed Industrial Zone in accordance with the CEA TOR
Valaichchenai: Sri Lanka’s Pioneer Zero-Waste Discharge Industrial Zone
The proposed 50-acre Valaichchenai Leather Industrial Estate represents a historic shift towards clean manufacturing. Operating as a pioneering zero-waste discharge industrial zone, the development relocates and modernizes 11 existing tanneries into a unified, environmentally compliant ecosystem. The project is slated to create over 3,100 jobs while restoring the local industry’s international competitiveness.
To guarantee maximum ecological compliance, EML Consultants conducted an Initial Environmental Examination (IEE) under the Central Environmental Authority’s (CEA) official guidelines:
- Environmental Baseline: Detailed mapping of terrain, hydrology, and local biodiversity.
- Quality Monitoring: Baseline testing of air, soil, groundwater, and wastewater against international standards.
- Waste Management: Rigorous lifecycle risk assessments targeting odor, sludge, and hazardous wastes.
- Technical Feasibility: Comprehensive execution of an Environmental Management and Monitoring Plan (EMMP) alongside advanced Zero Liquid Discharge (ZLD) planning.
By strictly prioritizing resource recovery and closed-loop water reuse, Valaichchenai is set to become a benchmark for sustainable industrial zones worldwide.
